Central Electoral Committee ready to introduce a number of amendments to elective legislation in accordance with OSCE recommendations

Central Election Commission is ready to introduce into the election legislation of Kazakhstan a number of amendments according to recommendations of ODIHR/OSCE, CEC member Marat Sarsembayev informed today during scientific-practical conference - Constitutional Reform: Democratic Development Vector, the agency reports.

Astana. May 16. Kazakhstan Today - Central Election Commission is ready to introduce into the election legislation of Kazakhstan a number of amendments according to recommendations of ODIHR/OSCE, CEC member Marat Sarsembayev informed today during scientific-practical conference - Constitutional Reform: Democratic Development Vector, the agency reports.

ODIHR/OSCE introduced a number of proposals for amendment of our legislation. We have accepted some of them and have rejected the others," M. Sarsembayev said.

ODIHR/OSCE suggests excluding interdiction on financing of pre-election campaign by foreigners, people without citizenship and to exclude interdiction on publication of propaganda materials outside of the territory of the Republic of Kazakhstan.

"We are assured that elections are an internal issue, sovereign right of our country, people of our country and therefore, it is inexpedient that foreigners interfere into this process directly, especially by financing elections," M. Sarsembayev explained.

It is proposed to exclude from the legislature the norm, according to which people with previous conviction cannot have passive suffrage.

Central Electoral Committee considers an opportunity to decrease percentage of threshold necessary to secure victory in elections.

"The present seven percent threshold is kept according to world practice. Nevertheless, probably, there is sense to decrease this limit down to 5 %," M. Sarsembayev said.

The Central Electoral Commission considers it expedient for more effective work of all electoral system to introduce to the law the status of chairman and the secretary of election commission as regular at the level of regional election commissions and the cities Almaty and Astana."
