Kazakhstan’s Eurasian FDI hits $9.4 billion in H1 2025

Kazakhstan emerged as a frontrunner among Eurasian nations in attracting foreign direct investment (FDI), according to the Eurasian Development Bank (EDB), Qazinform News Agency reports.
At the end of the first half of 2025, accumulated foreign direct investment from Eurasian countries into Kazakhstan's economy had grown by 11.2% within two years. In contrast, the average growth rate across other countries in the region was 6.4%.
By mid-2025, the total volume of accumulated FDI from Eurasian countries in Kazakhstan reached $9.4 billion, accounting for 19.5% of all intra-regional investments.
The absolute growth of investment in Kazakhstan totaled nearly $1 billion, which analysts estimate accounts for more than a third of the total increase in mutual investments across the entire Eurasian region.
Growth was primarily driven by investments from Russia (+$0.73 billion) and Armenia (+$0.11 billion).
The composition of investment inflows has also undergone a significant transformation. The manufacturing sector served as the primary growth driver, with accumulated FDI in this area increasing by $0.84 billion. Agribusiness also made a substantial contribution of $0.34 billion. Conversely, the extractive sector saw a $0.5 billion decline in accumulated investment.

Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Kuantyrov took part in a meeting of the Regional Investment Headquarters (RIH) of the Abai Region during his working visit to the region, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.
The event was organized by the regional Akimat with the participation of representatives of government agencies and the business community.
As part of the visit’s working agenda, a meeting was held with the Akim of the Abai Region, Berik Uali. The parties discussed key areas of the region’s investment development, the formation of a перспектив investment portfolio, as well as measures to enhance the region’s investment attractiveness and ensure effective investor support.
Addressing the meeting of the Regional Investment Headquarters, A.Kuantyrov noted that the new investment policy model is focused on unlocking the potential of the regions and actively promoting investment projects.
At the regional level, the key objective is to establish an effective investor support system that ensures prompt resolution of emerging issues and creates favorable conditions for project implementation.
The work of the RIH enables us to bring interaction with investors to a fundamentally new level. It serves as a platform for the consideration of project-specific issues, strengthening interagency coordination, and systematically promoting investment initiatives in the regions," the Deputy Minister stated.
The meeting reviewed issues related to the implementation of investment projects in the Abai Region, provision of engineering and transport infrastructure, allocation of state support measures, and removal of administrative barriers for investors. Particular attention was given to enhancing the personal responsibility of government agencies and improving the effectiveness of interagency coordination.
Following the meeting, further measures were identified to develop the region’s industrial and agricultural potential, as well as to strengthen cooperation between central and local government bodies.
During the visit, A.Kuantyrov, together with the Akim of the region, participated in the official opening ceremony of a legumes and oilseed processing plant of Agro Leader KAZ LLP. The launch of the enterprise is aimed at developing the regional agro-industrial complex, expanding export potential, and creating new jobs.
The Deputy Minister also familiarized himself with the operations of several industrial and processing enterprises in the region. In particular, he visited Kazpoligraf LLP - one of the largest enterprises specializing in packaging production and secondary raw material processing - as well as the worn tire recycling complex of Eikos LLP, which implements projects in waste processing and the production of high value-added products.
Following the events, priority areas for further cooperation in supporting investment projects were identified, and readiness was reaffirmed to provide comprehensive support to investors at all stages of project implementation in the Abai Region.

Kazakhstan plans major upgrade of power and heat networks

At a press conference in the Central Communications Service, Vice Minister of Energy Sungat Yessimkhanov announced the measures to modernize the country’s energy sector, Qazinform News Agency reports.
According to him, 10 power-generating units, 63 boilers, and 39 turbines, as well as 17,000 kilometers of electric grids and 420 substations were repaired across the country last year. 323 kilometers of grids were replaced.
These measures enabled us to achieve a historic maximum in electricity generation of 17,273 MW, which is 7% higher of the last heating season. The wear and tear of thermal power stations has been reduced from 64% to 61%," Sungat Yessimkhanov said.

Kazakhstan Strengthens Ties with the Business Community of Saudi Arabia’s Eastern Province

During a working visit to the Kingdom’s Eastern Province, Ambassador of Kazakhstan to Saudi Arabia Madiyar Menilbekov held negotiations with "Zamil Investments", "Rawabi Holding", "AHQ Group", "Norstar Group", and "Gulf Enterprises" companies, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.
During the meetings the parties discussed prospects for trade, economic, and investment cooperation in the fields of energy, petrochemicals, transport and logistics, agriculture, construction and development.
Madiyar Menilbekov informed about Kazakhstan’s investment potential, government support measures for foreign investors, as well as the opportunities arising from the implementation of major infrastructure and industrial projects in the country.
Representatives of the Eastern Province’s business community noted the potential of the Kazakhstani market and expressed interest in strengthening mutually beneficial cooperation.
Following the negotiations, the parties agreed to continue direct dialogue, arrange business missions, and develop specific projects.
In addition, during the visit the Ambassador of Kazakhstan took part in the opening ceremony of a branch of the Kazakh company "Forte Oil Field Services", which will provide services and equipment for the oil, petrochemical, and construction industries in the Kingdom.

Kazakhstan, Kyrgyzstan, Uzbekistan strengthening water-energy ties

The capital of Uzbekistan hosted a trilateral meeting of the energy ministers of Kazakhstan, Kyrgyzstan, and Uzbekistan, as well as a meeting of the heads of three countries’ water and energy agencies, Qazinform News Agency cites the Kazakh Foreign Ministry.
The talks saw the participation of Kazakh Energy Minister Yerlan Akkenzhenov, Kyrgyz Energy Minister Taalaibek Ibrayev, and Uzbek Energy Minister Jurabek Mirzamakhmudov, as well as Tajik Energy Minister Daler Juma, who joined the meeting.
The meeting discussed the current state and prospects of trilateral cooperation in water and energy resources management, as well as ensuring sustainable and balanced operation of the region’s power system.
Particular focus was placed on coordinating operations of generating capacities, complying with the agreed water consumption parameters, as well as developing joint approaches.
The talks highlighted the need for mutual support and prompt interaction during seasonal pack loads, as well as transboundary water management to ensure energy security.
The sides reaffirmed their commitment to maintaining constructive dialogue and joint work in a spirit of good neighborliness, aimed at increasing the water and energy system robustness in Central Asia.

Kazakhstan, U.S. sign major $1.1bn deal on critical minerals

Tau-Ken Samruk, a portfolio company of the Samruk-Kazyna Fund, and Cove Kaz Capital Group LLC (Cove Capital) have signed a package of transaction documents, Qazinform News Agency reports.
The documents include a Sale and Purchase Agreement (SPA) and a Shareholders’ Agreement (FA) for a strategic investment project in the critical minerals sector, according to the press service of Samruk-Kazyna.
The signing ceremony was attended by Nurlan Zhakupov, CEO of Samruk-Kazyna.
The project envisions the establishment of a high-tech tungsten deep-processing facility in Kazakhstan, based on the Northern Katpar and Upper Kairakty deposits.
It is expected to create around 2,000 jobs. Cove Capital has pledged to invest at least USD 1.1 billion in the project’s development.

KazMunayGas boosts oil and gas condensate production by 10% in 2025

Kassym-Jomart Tokayev on Friday met with KazMunayGas Chairman Askhat Khassenov, who briefed the Kazakh president on the national company’s activities over the past year and goals for this year, Qazinform News Agency reports via Akorda.
Khassenov said in 2025, deals for subsoil use were struck with China’s CNOOC and Sinopec on the Zhylyoi project in Atyrau region and the Berezovskiy project in West Kazakhstan region, adding that Turkish Petroleum Corporation, BP and Croatian Hydrocarbon Agency are exploring promising sites.
KazMunayGas’ current operations are heavily focused on geological exploration of deep and poorly studied areas, according to the chairman.
Last year, eight exploratory wells were drilled, with drilling of 24 more wells is expected by 2029. Total investments are set to exceed 900 million US dollars.
Khassenov reported that the company’s oil and gas condensate production stood at 26.2 million tons in 2025, marking a 10% on-year growth. Additionally, work is underway to boost gas production by 2.3 billion cubic meters per year at Zapadnaya Prorva, Tsentralnyi Urikhtau, and Rozhkovskoye fields.
Last year, three oil refineries operated by KazMunayGas processed 17.5 million tons of oil. Light products output amounted to 13.6 million tons, exceeding 2024’s level by 1.2 million tons.
The chairman also briefed about the ongoing major investment projects in the petrochemical and gas processing sectors worth over 15 billion US dollars. The seawater desalination plant Kenderli with a capacity of 50,000 cubic meters per day was commissioned in Mangystau region.

Kazakhstan targets 660 MW expansion of hydropower capacity by 2030

Kazakhstan currently operates 43 hydropower facilities with a total installed capacity of 313 MW, Qazinform News Agency cites the Ministry of Energy.
In 2025, the list of completed projects grew with the commissioning of the 26 MW Korinskaya HPP-2 in the Zhetysu region.
Renewable energy facilities had generated a total of 8.621 billion kWh of electricity by the end of 2025, including 1.196 billion kWh produced by operating small and medium-sized hydropower plants.
Under existing agreements, hydropower plants with a total capacity of around 660 MW are set to be commissioned by the end of 2030.
The Ministry of Energy promotes transparency and investor interest through competitive auctions. In 2025, 500 MW of capacity were allocated for hydropower projects via this mechanism.
The southern and eastern regions of Kazakhstan host the largest number of operating renewable energy facilities, including hydropower plants, with the Zhambyl and Almaty regions and Zhetysu at the forefront.

Astana and Al-Kuwait Strengthen Cooperation in the Oil and Gas Sector

Ambassador of Kazakhstan to Kuwait Yerzhan Yelekeev held a meeting with Minister of Oil of Kuwait Tariq Al-Roumi, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.
During the meeting, the Kazakh side emphasized that Kazakhstan is consistently implementing a policy aimed at deepening the processing of hydrocarbon resources and expanding the production of high value-added products, in line with the priorities set by the President of the country, Kassym-Jomart Tokayev.
Within the framework of the meeting, Ambassador invited the Kuwaiti side to consider participation in investment projects in Kazakhstan’s oil refining sector, including the construction of a fourth oil refinery, which is currently under consideration at the level of the Government of the Republic of Kazakhstan.
Minister of Oil Tariq Al-Roumi confirmed Kuwait’s interest in developing cooperation with Kazakhstan and informed that the Kuwaiti side intends to begin studying prospective investment projects in the territory of Kazakhstan within the current year.
During the negotiations, the Ambassador handed over to the Minister of Oil an invitation letter on behalf of the Minister of Energy of the Republic of Kazakhstan, Yerlan Akkenzhenov, to participate in the 30th anniversary Kazakhstan International Oil & Gas Exhibition and Conference (KIOGE), which will take place on 30 September - 1 October this year in Almaty.
The parties confirmed their readiness to develop practical cooperation in the oil and gas sector, including the elaboration of investment initiatives and the exchange of experience in hydrocarbon processing and petrochemicals.
