Chairman of the Majilis Yerlan Koshanov on Wednesday signed a decree to convene a joint session of the chambers of parliament of Kazakhstan, Qazinform News Agency reports.
As per subparagraph 2 of paragraph 4 of Article 58 of the Kazakh Constitution, I decree to convene a joint session of the chambers of parliament of the Republic of Kazakhstan at 10:00 am on May 15, 2026, in Astana, reads the decree.

Kazakhstan eyes establishing national operator to handle radioactive waste

The Majilis of the Kazakh parliament has passed the first reading of a draft law regarding radioactive waste handling, along with associated legislative amendments, Qazinform News Agency reports.

International practice confirms the effectiveness of this model. The existence of a National Operator makes it possible to ensure a unified, safe, and cost-effective system for managing radioactive waste, eliminate the fragmentation of functions, and guarantee uniform safety standards. Such structures operate successfully in many countries around the world, he noted.
Zhanbyrshin added that the main functions of the National Operator include organizing the collection, transportation, and processing of radioactive waste; designing, constructing, and operating storage and disposal facilities; processing and conditioning of waste; maintaining the state register of radioactive waste; participating in international programs and projects; as well as conducting long-term monitoring of disposal facilities.
Deputy Zhanbyrshin stressed that the National Operator will become the core entity for ensuring the country’s nuclear and radiation safety, assuming full and comprehensive responsibility for the management and final disposal of radioactive waste.

Kazakh President signs decree on introducing AI into secondary education system

The President of Kazakhstan, Kassym-Jomart Tokayev, has signed a decree "On Measures to Introduce Artificial Intelligence into the Secondary Education System of the Republic of Kazakhstan," Qazinform News Agency reports, citing Akorda.
The main goal of the decree is to ensure the country’s sustainable development amid the rapid advancement of artificial intelligence and to create conditions for building a modern, innovative education system as a key component of human capital development.
Under the decree, the Government is required to approve a comprehensive action plan by July 1, 2026, aimed at the large-scale integration of artificial intelligence into the secondary education system for the 2026-2029 period. The plan will include the development of personalized learning mechanisms, digital infrastructure, teacher training programs, and measures to protect students’ personal data.
The decree also provides for the use of recommendations from Kai-Fu Lee, a member of the Council for the Development of Artificial Intelligence. In addition, the Government must submit concrete proposals by June 1, 2026, for implementing a pilot project in secondary education, with the possibility of expanding it nationwide afterward. These initiatives are intended to reduce the gap in education quality between urban and rural schools.
By August 1, 2026, schools participating in the pilot project are expected to receive the necessary technical equipment, including stable high-speed internet access.
By September 1, 2026, official standards for the use of artificial intelligence in secondary education will be approved.
A separate action plan will also be adopted by September 1, 2026, focusing on continuous professional development for teachers and ensuring that AI technologies are used as an additional effective educational tool without replacing or undermining the professional role of educators.

Bektenov Invites Berne Union Participants to Implement Strategic International Investment Projects in Kazakhstan

Prime Minister of the Republic of Kazakhstan Olzhas Bektenov took part in the plenary session of the Berne Union - the world’s largest international association of export credit and investment insurers, primeminister.kz reports.
The forum is being held for the first time in the Central Asian region. The session was attended by around 240 delegates from more than 70 countries, including heads of leading export credit agencies, export-import banks, international financial institutions, and global insurance corporations.
Prime Minister Olzhas Bektenov emphasized the strategic importance of the congress. Strengthening the country’s investment attractiveness is inextricably linked with the development of international trade, transport and logistics potential, and export opportunities - key areas of activity for Berne Union members.
Olzhas Bektenov stressed that under the leadership of President Kassym-Jomart Tokayev, Kazakhstan is consistently implementing a comprehensive program of political and economic modernization. The new Constitution, adopted by nationwide referendum, is aimed at building a Just and Strong Kazakhstan.
Participants were briefed on the work being carried out to develop investment, export, and business potential in line with the tasks set by the President. For the state, building a trusting dialogue with reliable foreign partners is an integral part of foreign economic policy.
The Head of our State constantly pays special attention to improving the business climate. Today, Kazakhstan, as the largest economy in Central Asia, continues the structural transformation of its national economy. Foreign direct investment grew by 14.4% and reached $20.5 billion, while investment in fixed capital increased by 13% and hit a record high of $43.5 billion. In 2025, Kazakhstan’s foreign trade turnover grew to $144 billion. The geography and range of Kazakh products are expanding. Today, our goods are exported to 127 countries, and the number of active commodity items has approached 4,000," Olzhas Bektenov noted.
Under the Trade Policy Concept until 2030, Kazakhstan aims to increase non-resource exports to $52 billion. The country is expanding its network of international free trade agreements. In addition to existing agreements with Vietnam and Serbia, new ones have been added with the UAE, Mongolia, and Indonesia. The Trans-Caspian International Transport Route plays a special role in this architecture, where a number of major infrastructure projects are being implemented to improve the system of transcontinental economic corridors, increase trade turnover, and improve the well-being of the population of our countries. On the instruction of the President, migration policy is being improved to create favorable conditions for attracting quality foreign human capital. A special visa regime "Golden Visa" is being introduced for investors and highly qualified specialists. Kazakhstan’s foreign trade representatives and offices of the Export Credit Agency, located in priority markets, are focused on providing targeted support to enterprises and promptly responding to requests from international businesses.
The digital agenda is identified as one of the key areas for increasing the competitiveness of Kazakhstan’s economy and creating modern infrastructure for business.
Special attention is paid by the President of the country to the development of artificial intelligence and turning Kazakhstan into a full-fledged digital country. The nationwide strategy Digital Qazaqstan, which is being adopted, aims at the advanced development of this sector," Olzhas Bektenov emphasized.
An important institution in this regard is the Astana International Financial Centre, which offers unique conditions under English common law for the development of green and Islamic financial instruments.
The Prime Minister of Kazakhstan invited the delegates to actively cooperate, taking into account the opportunities created in Kazakhstan for business development, expansion of trade relations, and investment presence in the region. Through the Export Credit Agency, effective mechanisms for insuring cross-border transactions are available. Through the Baiterek Holding, financing is provided for the implementation of strategic international investment projects in Kazakhstan.
We are consolidating financing, insurance, and guarantee instruments into a single support system, the result of which is the creation of new jobs, growth in tax revenues, and the inflow of quality investments. Currently, Baiterek is transitioning to a proactive investment holding model. Together with the Government, a pool of promising projects worth about $170 billion until 2032 has been formed. In the implementation of this large-scale strategy, the role of Berne Union members in providing insurance and co-financing instruments becomes particularly significant," Rustam Karagoyshin, Chairman of the Board of the National Investment Holding "Baiterek, said.
President of the Berne Union Yuichiro Akita, in his speech, focused on current trends and the direction of market development amid changing realities.
From the era of the Great Silk Road to the present day, Kazakhstan has consistently maintained its status as a key link, located at the intersection of global trade flows, investments, and cutting-edge ideas. It is symbolic that it is here that we are reflecting on new challenges: today the world community has once again found itself at a historic crossroads. A qualitatively different architecture of interaction is being formed, where export credit agencies are shifting to a more strategic and selective approach. I am confident that the constructive exchange of views during the current meetings will create a solid foundation for developing effective joint solutions," Berne Union President Yuichiro Akita said.
In 2025, the total volume of insurance coverage provided by Berne Union members amounted to approximately $3.7 trillion annually, covering about 13% of global cross-border trade turnover.
The plenary session of the Berne Union continued in the format of panel sessions on the global economic agenda, investments and development strategy in Central Asia, as well as issues of financing and innovation.

Tokayev orders quality control over implementation of major infrastructure projects

Head of State Kassym-Jomart Tokayev has received Deputy Prime Minister Nurlybek Nalibayev, who briefed him on industrial development and the implementation of major infrastructure projects, including key areas of the processing industry, Qazinform News Agency reports.
Nalibayev reported on plans to ramp up production of high-value-added goods and progress in modernizing the energy infrastructure. The President was also informed about the development of transport-logistics infrastructure and construction sector.
Following the meeting, Kassym-Jomart Tokayev tasked Nalibayev to ensure quality implementation of infrastructure projects, enhance the support of domestic producers and maintain strict oversight of preparations for the upcoming heating season.

Kazakhstan prepares for Erdogan's visit and OTS Summit in Turkistan

Akorda press service announced preparations for the visit of the President of Türkiye and the Informal Summit of the leaders of the Organization of Turkic States, Qazinform News Agency reports.
Turkish President Recep Tayyip Erdogan is set to pay a state visit to Astana on May 13-14 at the invitation of Kassym-Jomart Tokayev.
The two leaders are expected to discuss the state and prospects for the development of bilateral relations, according to the press service of Akorda.
The presidents will also hold the sixth meeting of the High-Level Strategic Cooperation Council between Kazakhstan and Türkiye.
On May 15, another large-scale event will take place in Turkistan - the Informal Summit of the leaders of the Organization of Turkic States. Akorda published footage of preparations for the upcoming event.
The theme of the upcoming OTS Summit is "Artificial Intelligence and Digital Development."

Kazakhstan building 'one-stop shop' digital health system

Kazakh Deputy Prime Minister and Minister of Culture and Information, Aida Balayeva, chaired a government meeting to review plans for a unified digital healthcare system in line with President Kassym-Jomart Tokayev's directives, Qazinform News Agency reports.
Aida Balayeva was briefed on the digital transformation of the healthcare system. Vice Minister Yerbol Ospanov outlined plans to merge state information systems into a unified e-Densaulyq architecture. The main aim is to move from fragmented systems to a single platform where data is entered once and used by all industry participants without being re-entered.
Under the plan, healthcare information systems will be consolidated into seven key digital components. By the end of 2026, the Unified Healthcare Portal and the Unified State Medical Information System are expected to launch. The Unified Medical Data Repository is also being developed.
The new system aims to streamline processes, reduce paperwork for medical staff, and improve healthcare management. The centerpiece will be the Medical Data Repository, which already connects more than 12 medical information systems. It will feed into a Digital Patient Health Passport, compiling a complete medical history regardless of region or clinic.
For doctors, this means a one-stop shop principle allowing access to patient histories, test results, prescriptions, and past treatments without switching between systems. For patients, it means shorter wait times and better care.
Other digital projects include smart video beacons for ambulance teams, video surveillance with analytics, a "cold chain" system for vaccines and medicines, and expanded telemedicine for rural clinics.
The meeting also reviewed the results of a national project aimed at improving rural healthcare access, developing primary care infrastructure, modernizing district hospitals, and strengthening the industry's workforce.
All 655 planned primary care facilities have been completed, with 639 now under district hospital management and 587 licensed. Modernization is underway at 32 central district hospitals.
Aida Balayeva instructed to continue efforts to develop the healthcare digital infrastructure and ensure a timely implementation of activities for the national project.

Kassym-Jomart Tokayev attends Victory Day parade on Red Square in Moscow

President Kassym-Jomart Tokayev of Kazakhstan attended on Wednesday the military parade on Red Square in Moscow marking the 81st Anniversary of the Great Victory, Qazinform News Agency reports, citing the Akorda press service.
Kassym-Jomart Tokayev is in Moscow for a working visit. During the visit, he attended the Victory Day military parade on Red Square.
The Head of State also took part in a wreath-laying ceremony at the Tomb of the Unknown Soldier in the Alexander Garden.
Along with Kassym-Jomart Tokayev and Russian President Vladimir Putin, the commemorative events were attended by Uzbek President Shavkat Mirziyoyev, Belarusian President Alexander Lukashenko, Malaysia's King Sultan Ibrahim, Laotian President Thongloun Sisoulith, and others.

I wholeheartedly congratulate you on Victory Day!
On May 9, we honor with deep gratitude the great feat of frontline soldiers and home front workers. We bow our heads before the generation of Victors who endured all the hardships of war on their shoulders.
Our country made a tremendous contribution to the shared Victory. Millions of Kazakhstanis fought bravely on the front lines and worked selflessly on the home front, supplying the army with everything it needed.
More than 100 people became full holders of the Order of Glory, 500 received the title of Hero, and tens of thousands were awarded medals for military courage and labor distinction.
Kazakhstan carefully preserves the memory of the unparalleled valor of our compatriots. Memorials have been erected in honor of outstanding soldiers and commanders. Books are being published, films are being made. Streets, schools, museums, airports, military institutes, and military units bear their names.
It is the sacred duty of the current generation to convey to descendants the true meaning of the heroism shown by the older generation of our compatriots.
Thanks to the incredible courage and resilience of frontline soldiers, we live in a peaceful, independent country. We develop our culture, enjoy the benefits of modern civilization, and are recognized and respected in the international community.
We are building a Just Kazakhstan in line with the new Constitution's provisions, which protects the legitimate rights and freedoms of citizens regardless of their ethnicity or religious beliefs.
Great Victory Day is, above all, a day of grateful memory of all the heroes who made it possible through their acts of battlefield heroism and labor. It is a "holiday with tears in the eyes" – not a reason for celebration during mass marches.
May the sky-blue flag of Kazakhstan always fly high under our clear sky, symbolizing the peaceful, progressive aspirations of our people.
