President Tokayev instructs to better education system, ensure safety of children

President of Kazakhstan Kassym-Jomart Tokayev received Minister of Enlightenment Gani Beissembayev, Kazinform News Agency cites the Akorda press service.
Head of State Tokayev was briefed about the measures aimed at developing preschool, secondary, technical and vocational education in the country.
As the President was informed, last year 154 new schools for 137,000 places, helping eliminate 29 three-shift and 12 emergency schools, were commissioned. In the new academic year, 221 education facilities for 365,000 places are set to be commissioned. The level of equipment of schools with subject rooms has been doubled, the internet quality has been improved.
According to Beissembayev, the educational work remains a priority area, as the ‘Birtutas tarbiye’ program based on the national values ‘Adal adam - Adal enbek - Adal tabys (Fair person - Fair labor - Fair income) was introduced.
Tokayev was informed about the betterment of the quality of secondary education, with each textbook being converted to a digital format and each student, representing Kazakhstan in Olympiads, ending up with a medal. Last year, Kazakhstani students claimed a total of 58 gold medals in Olympiads.
The Head of State was presented with the projects aimed at transforming the system of technical and vocational education as well as promoting inclusive and specialized education.
In conclusion, Kassym-Jomart Tokayev set a number of tasks before the minister on bettering the system of education and ensuring the safety of children.

Olzhas Bektenov: Preparations completed, we need to conduct heating season at proper level
The Government session chaired by Prime Minister Olzhas Bektenov considered issues related to the start of the heating season. Minister of Energy Almassadam Satkaliyev, Industry and Construction Kanat Sharlapayev, as well as akims of some regions reported on the readiness of heat and power systems of the country for the winter period, primeminister.kz reports.
According to the Ministry of Energy, the heating season in the regions of Kazakhstan started on time with heat to be supplied in the southern regions in the next few days. As of today, 100% readiness of autonomous boiler houses has been ensured, repair works of 19.9 thousand kilometres of power lines, 376 substations, 4 046 distribution points and transformers have been completed. 535 km of heating networks have been modernised, which is 98.5% of the plan, 1,133 km of water supply and sewage networks. Head of the Government was reported that all planned activities in anticipation of winter are in strict accordance with the schedule. At the moment educational and medical institutions, as well as more than 99 per cent of the housing stock of the country are fully prepared for the heating season.
Olzhas Bektenov emphasised the importance of strict adherence to deadlines and standards of all repair works. To date, modernisation on the reserve equipment of heat sources continues, implementation of planned projects is underway.
The work has been carried out very much. It can be seen both by the amount of funding and the volume of work carried out. Now the most important thing is to conduct the whole heating season at the proper level, to keep all the planned parameters. It is important to provide repair units of public utilities with all necessary equipment for their prompt response to any situation. I instruct Akims to keep the issues of the heating season under personal control," Olzhas Bektenov stressed.
Prime Minister also noted the need to provide the population with affordable coal. Akimats of the regions, as well as the ministries of industry and construction, transport are tasked with the organisation of fuel supply. It is necessary to provide transport by wagons as a priority. Olzhas Bektenov stressed that the population should not have problems with the purchase of coal at stable prices.
Also, the Head of the Government instructed the Ministries of Energy and National Economy together with interested government agencies to update control measures and monitor the implementation of investment commitments of natural monopolies under the programme ‘tariff in exchange for investment’ for heat and electricity.

Kazakhstani peacekeepers awarded UN medals

Kazakhstani peacekeepers in the Democratic Republic of the Congo - Lieutenant Colonel Altynbek Zhalmukhanov and Major Batyr Tuyakov - have been awarded UN medals for their contribution to maintaining peace and security, Kazinform News Agency learned from the Ministry of Defense.
The parade of peacekeeping forces on this solemn day was entrusted to the command of the chief of the main headquarters of the UN mission military observers, Lieutenant Colonel Altynbek Zhalmukhanov. This is the evidence of the authority of our country. During the awards ceremony, the mission commander, Major General Khar Diouf, noting the merits of Altynbek Zhalmukhanov, emphasized his contribution to stabilizing the situation in the region, dedication and leadership qualities," the Ministry of Defense says.
Officers Altynbek Zhalmukhanov and Batyr Tuyakov are serving in the United Nations Organization Mission in the Democratic Republic of the Congo.
Major Batyr Tuyakov is the first representative of Kazakhstan’s Armed Forces participating in the peacekeeping mission in this country.
The mandate of the United Nations Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) includes protecting civilians, humanitarian personnel and human rights defenders, and assisting the local government in its efforts to stabilize and consolidate peace.

Design Office for Alatau City Development established under by Government

The first meeting of the Project Office for the development of Alatau City, headed by Deputy Prime Minister Kanat Bozumbayev, was held in the Government, primeminister.kz reports.
The Head of State has set the task to accelerate the pace of creation of Alatau city. By the order of the Prime Minister, the Project Office was established this week. It will become a platform for making key decisions on the basis of the project approach with the definition of personal responsibility for the supervised sectors. The first results on the creation of the city should be presented exactly in 6 months. The starting point is today," Kanat Bozumbayev noted.
At the meeting of the Project Office participants identified the main directions of work: making the necessary changes to the legislation and simplification of procedures to attract investors.
One of the key wishes of foreign investors is to provide services on the principle of "single window", support and service support throughout the investment cycle. Akimat of Almaty region and the Committee on Investments of the Ministry of Foreign Affairs should create an appropriate ecosystem in Alatau," Deputy Prime Minister instructed.
Akimat of the region has identified anchor projects, including on the reserve (industrial) territory "Arna". 10 investment projects are already being implemented in Alatau, negotiations with Dolce-Group, Hyundai Green Food and TBEA companies are underway. Registration of the first participants of FEZ "Alatau" is expected in the near future. A delegation from Almaty region is scheduled to visit China, including Shenzhen to meet with potential investors.

NPP construction referendum: 74 polling stations to open in 59 foreign countries
Kazakh citizens abroad will be able to cast their votes in a nationwide referendum on the construction of a nuclear power plant, Kazinform News Agency has learned from a press service of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
A total of 74 polling stations have been established at Kazakhstan's embassies located in 59 countries worldwide.
In order to participate in the voting process, Kazakh citizens residing or staying in foreign countries for private, official, educational, business or tourist purposes and in possession of a valid Kazakh passport can contact the diplomatic or consular mission of Kazakhstan, which has established a precinct referendum commission," the ministry noted.
In accordance with paragraph 1 of Article 38 of the Constitutional Law of the Republic of Kazakhstan "On Elections in the Republic of Kazakhstan", voting will be held from 07:00 am to 08:00 pm local time on October 6, 2024.
To note, Kazakh President Kassym-Jomart Tokayev announced the holding of the nationwide referendum on the construction of the country’s nuclear power plant on October 6, 2024.

Kazakh President receives heads of CIS security agencies

The Kazakh President received heads of delegations who arrived to take part in the 55thsitting of the Council of heads of security agencies and services from CIS member states, Kazinform News Agency learnt from the Akorda press service
The President said this platform serves as an instrument for coordinating security efforts emphasizing that the role of the Council is growing stronger in present-day conditions.
Kassym-Jomart Tokayev expressed confidence that the outcomes of the Council sitting will create conditions for further development of cooperation between the CIS security services and contribute to strengthening cooperation in ensuring international security.
The heads of delegations from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, the Executive Committee and the Anti-Terrorism Center of CIS member countries attended the meeting.
The 54th meeting of the CIS security agencies took place in Bishkek last May.

Plans for cooperation between Kazakhstan and IMF discussed by Government

Deputy Prime Minister - Minister of National Economy Nurlan Baibazarov held a meeting with the head of the International Monetary Fund mission in Kazakhstan Nicolas Blanchet, primeminister.kz reports.
Within the framework of the regular visit to the Republic, the IMF mission held a number of meetings with key government bodies, including the Parliament, the National Bank, the Ministry of National Economy, the Ministry of Finance and other stakeholders.
At the meeting, the parties discussed the current economic situation, ongoing reforms and measures taken by the Government to ensure sustainable economic growth. The sides discussed the Fund's recommendations on the priority directions of the economic policy development and the cooperation plans for the near and medium term.
Deputy Prime Minister noted the continuing economic growth and its acceleration up to 3.7% following the results of 8 months of the current year. Deputy Prime Minister also spoke about the work of the Government on increasing the effectiveness of budgetary policy, improvement of tax legislation, strengthening of investment attractiveness and development of entrepreneurship.
Nurlan Baibazarov emphasised that Kazakhstan attaches great importance to the partnership with the International Monetary Fund and appreciates its contribution to the development of the country's economy.
For his part, Nicolas Blanchet noted the need to continue structural reforms in the economy to reach a sustainable growth rate of 6%, which, in his opinion, is an achievable indicator. He also expressed the willingness of the Fund to continue to provide Kazakhstan with the necessary support.
