Astana and Abu Dhabi Advance Consular Cooperation with Focus on Digital Transformation and Smart Services

Astana hosted the latest round of consular consultations between the Ministry of Foreign Affairs of the Republic of Kazakhstan and the Ministry of Foreign Affairs of the United Arab Emirates, bringing together representatives of relevant government agencies from both countries, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

The Kazakh delegation was headed by Azamat Aubekov, Director of the Consular Service Department of the Ministry of Foreign Affairs of Kazakhstan, while the UAE delegation was led by Rashed Rahmah, Director of the Consular Service Department at the UAE Ministry of Foreign Affairs.

During the consultations, the two sides reaffirmed the strong level of bilateral cooperation in the consular sphere and expressed their commitment to further strengthening ties grounded in mutual trust, strategic partnership, and respect for international law. The parties also underscored the importance of the existing visa-free regime in facilitating business, tourism, investment, and people-to-people exchanges between Kazakhstan and the UAE.

Alongside discussions on migration, consular legalization, mutual recognition of documents, and the protection of citizens’ rights, particular attention was devoted to the digitalization of consular services and the growing role of artificial intelligence and smart technologies in public administration.

In this context, the parties exchanged views on enhancing the efficiency and accessibility of public services through modern digital solutions, improving the responsiveness of consular assistance, and expanding bilateral cooperation in the field of digital transformation. Astana and Abu Dhabi also expressed interest in sharing best practices on the development of intelligent government services and next-generation digital platforms.

At the conclusion of the consultations, both delegations described the discussions as constructive and substantive, agreeing to maintain regular dialogue and information exchange on consular matters.

The parties further confirmed their intention to hold the next round of consular consultations in the United Arab Emirates at mutually agreed dates.

Kazakhstan and Türkiye sign 14 documents

Members of the official delegations of Kazakhstan and Türkiye exchanged interstate, intergovernmental, and interagency documents on Thursday, Qazinform News Agency reports, citing the Akorda press service.

These include:

Protocol amending the Treaty between the Republic of Kazakhstan and the Republic of Türkiye on Legal Assistance in Civil Matters, signed on June 13, 1995;
Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Türkiye on the Establishment, Operation, and Activities of Cultural Centers;
Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Türkiye on the Mutual Promotion and Protection of Investments;
Investment Agreement between the Government of the Republic of Kazakhstan and TAV Holding;
Memorandum between the Ministry of Science and Higher Education of the Republic of Kazakhstan and the Ministry of Culture and Tourism of the Republic of Türkiye on the Intention to Establish a Joint Abai-Akif Program;
Memorandum of Intent between the Ministry of Enlightenment of the Republic of Kazakhstan and the Ministry of National Education of the Republic of Türkiye on the Opening of Two Schools of the Turkish Maarif Foundation in the Republic of Kazakhstan;
Memorandum of Cooperation between the TV and Radio Complex of the President of the Republic of Kazakhstan and the Turkish Radio and Television Corporation (TRT);
Cooperation Agreement on Financing the Construction of a Multidisciplinary Hospital;
Memorandum of Understanding on the Joint Implementation of Oil and Gas Projects between NC KazMunayGas JSC and Türkiye Petrolleri Anonim Ortaklığı;

The following documents were also signed during the state visit of the President of Türkiye:

Kazakhstan and Luxembourg Expand Cooperation in Technology, Aviation and Logistics

As part of a working visit to the Grand Duchy of Luxembourg, the Ambassador of the Republic of Kazakhstan to Belgium and Luxembourg, Roman Vassilenko, held a series of meetings with executives of leading Luxembourgish and international companies operating in the fields of digital technologies, aviation logistics, and innovation, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

The discussions focused on the implementation of joint high-tech projects, the development of transport and logistics connectivity, and the expansion of investment cooperation between Kazakhstan and Luxembourg.

At the headquarters of SES, Ambassador Vassilenko met with the company’s CEO, Adel Al-Saleh. The parties discussed the implementation of the EU project "Team Europe Initiative on Digital Connectivity in Central Asia," the development of satellite communications in Kazakhstan, as well as prospects for Luxembourg’s participation in projects aimed at modernizing Kazakhstan’s national space infrastructure.

At Cargolux, Ambassador Vassilenko held talks with the company’s President, Richard Forson, and Chief Financial Officer, Maxime Strauss. The discussions covered prospects for the airline’s return to Kazakhstan, as well as Cargolux’s participation in initiatives aimed at developing Kazakhstan as a regional air cargo hub.

Particular attention was paid to the transformation of global transit routes and Kazakhstan’s growing role as one of the key transport corridors between Europe and Asia. In this context, the importance of the Trans-Caspian International Transport Route amid the transformation of international logistics chains was highlighted.

During the visit, Ambassador Vassilenko also met with Hydrosat President and Co-Founder Royce Dalby. The parties discussed prospects for cooperation in satellite-based water resource monitoring, digital agriculture, and climate solutions, including joint projects with JSC "NC Kazakhstan Gharysh Sapary."

During the meetings, it was noted that the cumulative gross inflow of direct investments from Luxembourg into Kazakhstan since 2005 has exceeded USD 3.8 billion, reflecting the sustained interest of Luxembourg’s financial and technological institutions in the Kazakh market.

Following the visit, the parties reaffirmed their mutual interest in further expanding investment, technological, and transport and logistics cooperation between Kazakhstan and Luxembourg.

Kazakhstan and Luxembourg Strengthen Political Dialogue and Humanitarian Ties

As part of a working visit to the Grand Duchy of Luxembourg, the Ambassador of the Republic of Kazakhstan to Belgium and Luxembourg, Roman Vassilenko, held meetings with representatives of Luxembourg’s government institutions, parliament, academic community, and media outlets, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

The parties discussed the current state and prospects of bilateral cooperation, engagement with the European Union, the development of interparliamentary relations, as well as the expansion of educational and humanitarian ties.

At the Ministry of Foreign and European Affairs of Luxembourg, Ambassador Vassilenko met with Mr. Gilles Bauer, Deputy Political Director of the Ministry. During the talks, the sides reviewed issues related to further strengthening political dialogue and holding inter-ministerial consultations between the foreign ministries of the two countries.

The Kazakh side informed its counterparts about the political and constitutional reforms being implemented in the country, as well as the key priorities of Kazakhstan’s foreign policy.

At the Parliament of Luxembourg, a meeting was held with Mr. Gusty Graas, Chairman of the Committee on Foreign and European Affairs. The parties discussed ways to enhance interparliamentary cooperation, including exchanges of visits and the development of contacts between parliamentary friendship groups.

At the University of Luxembourg, the Ambassador met with Vice-Rector for International Relations Professor Marie-Hélène Jobin. The discussions focused on prospects for expanding academic cooperation, joint educational programmes, scientific research, and academic mobility.

In addition, Ambassador Vassilenko held a press briefing for representatives of Luxembourg media, during which he spoke about the political and economic reforms in Kazakhstan, cooperation with the EU, and the country’s main foreign policy priorities.

Following the visit, the parties reaffirmed their mutual interest in further strengthening political dialogue, interparliamentary contacts, as well as educational and humanitarian cooperation.

Kazakhstan and Mongolia Launch Direct Air Service

A ceremonial event marking the opening of a direct flight between the capitals of Kazakhstan and Mongolia operated by "SCAT Airlines" was held in Ulaanbaatar, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

The event was attended by the Ambassador of Kazakhstan to Mongolia Almas Seitakynov, representatives of the Government and the State Great Hural of Mongolia, aviation authorities of the two countries, the management of "SCAT Airlines" and "Hunnu Air", tourism and ticketing agencies, business circles, as well as Mongolian media.

In his remarks, the Ambassador of Kazakhstan noted that the launch of direct air connection between Astana and Ulaanbaatar is an important practical outcome of the agreements reached within the framework of the mutual state visits of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev to Mongolia in 2024 and the President of Mongolia Ukhnaa Khurelsukh to Kazakhstan in 2026.

It was emphasized that the launch of the flight on 2 June 2026 will contribute to the further development of trade, economic, tourism, humanitarian and interregional ties between the two countries, as well as strengthen transport connectivity.

Kazakhstan and France Discuss Expansion of Educational and Cultural Cooperation

During a working visit to the Grand Est region, Ambassador of Kazakhstan to France Gulsara Arystankulova met with the head of the Lorraine region, Franck Leroy, the Mayor of Metz, François Grosdidier, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

During the meeting, special attention was given to expanding cooperation in the fields of culture and education. In this context, it was noted that the opening of a branch campus of the University of Lorraine at Abai Kazakh National Pedagogical University, offering a program in International Law, is a vivid example of the strategic partnership between the two countries and one of the most significant educational projects of recent years.

The parties also discussed prospects for strengthening cultural ties between Kazakhstan and the Lorraine region, as well as the possibility of showcasing the work of Kazakh artistic groups in the city of Metz.

In addition, both sides expressed mutual interest in attracting investment, strengthening interregional relations, and developing mutually beneficial economic cooperation.

Following the meeting, the parties agreed to further develop cooperation in the above-mentioned areas.

The branch campus of the University of Lorraine, one of France’s leading universities, was opened at Abai Kazakh National Pedagogical University in May 2024. Currently, the branch offers dual-degree bachelor’s and master’s programs in International Law. Six educational programs are also being implemented, including foreign language teacher training, international relations and diplomacy, management, finance, and marketing.

Kazakhstan elected as Vice-Chair of the ICESCO Executive Council

Ambassador of Kazakhstan to Morocco and Permanent Representative of Kazakhstan to the Islamic World Educational, Scientific and Cultural Organization (ICESCO) Saulekul Sailaukyzy participated in the 46th session of the ICESCO Executive Council at the Organization’s headquarters in Rabat, Ministry of Foreign Affairs of the Republic of Kazakhstan reports.

The session was conducted in a hybrid format with the participation of 44 representatives from 53 Member States. The working sessions covered activity reports of ICESCO's sectors, divisions, and specialized centers, and featured discussions on the Organization's Draft Strategic Plan 2026-2029, which integrates the Sustainable Development Goals into ICESCO’s institutional framework.

ICESCO Director-General Dr. Salim Al-Malik highlighted the Organization’s continued commitment to reform and modernization, noting that the Organization has recently obtained around fifteen accreditations and certifications across various fields. He further pointed out that the forthcoming session will see the development of a strategy that goes beyond phased planning to anticipate post-2030 requirements.

The Kazakh delegation, in turn, took an active part in the discussion of key agenda items, articulating the country’s positions on the advancement of cooperation in the fields of education, science, and culture across the Islamic world.

Particular attention was given to the request of Turkmenistan to join the Organization as an Observer State. Elections were also held for the new Chair of the Executive Council, members of the Council Bureau, and the Financial Control Committee.

As an outcome of the session, Kazakhstan was elected as Vice-Chair of the ICESCO Executive Council. This reflects the high level of confidence that the Organization’s Member States place in the Kazakh side, and reaffirms Astana’s active role in advancing multilateral cooperation in the fields of education, science, and culture.
