SCO Secretary General suggests developing Convention on Legal Assistance

Astana. May 19. Kazakhstan Today - The Secretary General of Shanghai Cooperation Organization (SCO) Bolat Nurgaliyev suggests the chairmen of the Supreme Courts of SCO member countries developing the project of Convention on Legal Assistance and Legal Relations in civil, family and to criminal cases. The proposal was put forward today during the third meeting of chairmen of the Supreme Courts (SC) of SCO member countries, the agency reports.

"As one of the basic functions of the meeting is preparation of proposals in judicial sphere for council of the leaders of the states of the organization, it would be necessary to pay attention to study the project of convention on legal assistance and legal relations in civil, family and criminal cases," B. Nurgaliyev said.

"The issues connected with extradition and repatriation, mutual aid in gathering of evidence on criminal cases were considered during the summit of 2007," he reminded.

"The next meeting will take place in three months in Dushanbe at highest level, where the leaders of SCO member states will discuss the state of affairs of priority directions and will plan prospects of development of the organization.

In his turn, the chairman of the Supreme Court of Kazakhstan Kayrat Mami considers "the questions connected with migration processes very important." "Infringement of normative orders in the sphere of population migration entails administrative responsibility in Kazakhstan and more serious offences are considered in the judicial order. However, absence of international contracts regulating recognition and execution of such judicial acts reduces effectiveness of legislative measures and, as a whole, affects efficiency of the state's efforts," K. Mami considers.
