Ministry of Environmental protection develops "Green Economy" plan

Today Kazakhstan invests 1% of the GDP into non-hazardous production. In the next five year the government is planning to increase this amount to 2% or by 100 million US dollars.

Almaty. September 21. Kazakhstan Today - At the Kazakhstan Growth Forum K2 the deputy minister of environmental protection has announced that the ministry is developing the "green economy" plan.

According to Caspionet, the "green economy" term arrived in Kazakhstan from the West. Western people refer to an economy which increases wealth, insures social justice and at the same time decreases environmental risks, as a "green" economy". Today Kazakhstan invests 1% of the GDP into non-hazardous production. In the next five year the government is planning to increase this amount to 2% or by 100 million US dollars.

"What strengths do we have? We have visionary leadership, enormous natural resources, and so far we have financial resources so far. And I always repeat that we have resources but it is for a certain period of time. And we have to use this opportunity," Marlen Iskakov, Deputy Kazakh Minister of Environmental Protection said.

The raw-material orientation of any developing country sooner or later loses its dominance and that is why during the last three years Kazakhstan puts emphasis on the development of innovations. However, foreign experts urge not to rest on laurels and instead launch modern enterprises.

"A green economy is an efficient economy that makes maximum use of all resources. Not just energy, although there are a lot of emphasis have done on it. It also makes the maximum use of human resources. And that is a key for such countries as Kazakhstan with the limited population. That I think correctly is placing a huge amount of its resources on education to develop the human capital," Kenneth J. Fairfax, Ambassador of USA to Kazakhstan said.

"Today people saw that we have enough oil, however guests of our country believe that Kazakhstan will one day be lacking oil. It is quite obvious. The green economy is environmentally friendly. Today it has developed a lot and energy has become cheaper," Eldar Abdrazakov, Director General of Centras Capital said.

The Kazakhstan Growth Forum K2 is being held for the second time. During this forum attendees are discussing the most acute issues of the business, including the search for priorities. Experts believe that in order to become a competitive country, it is necessary to choose between three factors, such as faster, cheaper or higher quality.

"We would like to get everything but unfortunately, it is necessary to choose only one priority for the successful development of the economy. It is necessary to choose 2 priorities out of 3. If we choose faster and high quality, everything will be expensive. And if we choose cheaper, everything will be of the low quality," Eldar Abdrazakov said.

Rich natural resources have resulted in the increase in the labour force in the country. That is why it is difficult to produce cheap goods and services in Kazakhstan.
