Nazarbayev urged to punish bullies with occupational therapy

"Every day we see accidents: swearing, rudeness in public transport, traffic violations, drunk in the streets and parks. Often people look at this mess through their fingers - they got used to. "Every day we see accidents: swearing, rudeness in public transport, traffic violations, drunk in the streets and parks. Often people look at this mess through their fingers - they got used to. But in any civilized country in the world it is a flagrant violation of law, which may not be compatible with the status of citizen of the rule of law", Nursultan Nazarbayev said at the joint session of Parliament.

He noted that if we pay attention to the broken glass, on the disorderly conduct, than big crimes will not happen.

"How many times in different cities a cigarette butt thrown from the balcony led to the fire. We have just opened a subway in Almaty - the only one in the whole country. Somewhere the seat aredamaged and there are inscriptions in ink. Or in a stadium that we have built in Astana: after the event takes place, look at what is being done", the president resented.

"Yes, our city Astana is clean. I am personally looking after this, but it's just education of everyone, the people of this city. We build all the beauty, create good conditions for them. This is not childish, and petty vandalism - it is a crime against the state property, which was built there", the head of state said.

According to him, this is how it is necessary to set the task and "we need to educate young people like this". "We have to think on how the labor redemption could take place at the place of the offense. Someone left debris in the stairwell -he has to clean up and wash the stairs under the control of court officer during the month. If necessary, we have to adopt these laws. Someone has broken lights in the park - he has not only to pay for damage, but also to sweep, tidy up the avenue in the park for 2 weeks. You know very well, for example, in the U.S. even movie stars and famous politicians sweep the streets as legitimate punishment, including members of Congress - for disorderly conduct. Let's take these things for a model to settle our home for the future and for a long time", stressed N.Nazarbayev.

In this regard, he noted that Kazakhstan "needs simple clear laws governing public order, the behavior of people in public places". "Member of Parliament, parliamentary parties should take the initiative to adopt just such laws", he concluded.
