The five social initiatives gave a considerable impetus to the women - the Secretary of State

In Kazakhstan, 55% of all civil servant are women, meanwhile the proportion of women in leading position is 39.5%.
A joint session of the National Commission for Women Affairs and Family and Demographic Policy under the President of Kazakhstan and the Central Election Commission under the chairmanship of Secretary of State of Kazakhstan Gulshara Abdykalikova was held in Astana.

The five social initiates of the head of state gave a considerable impetus ti the activity of the women. The resolution of tasks set by Nursultan Nazarbayev in the Address to the people of Kazakhstan "New possibilities in the conditions of the fourth industrial revolution" and the programme article "Rukhani zhangyru" requires the active participation of all women’s organizations," said Abdykalikova.


The Secretary of State underlined that from 1995, the moment of joining to the Beijing declaration, Kazakhstan set a course towards the promotion of gender equality for 2006-2016, that allowed to develop legislative basis of equality.

In December 22, 1998, according to the decree of the head of state, the National Commission for Women Affairs and Family and Demographic Policy was established. In December, 2016, by the decree of the President, a new concept of family and gender policy of Kazakhstan until 2030 was developed. It has a targets on providing 30% representation of women in executive, quasi-state and corporative sectors of the economy," said Gulshara Abdykalikova.


According to the gender index of the World economic forum, following 2017, Kazakhstan took the 52nd place among 144 states, including in "economic participation and opportunities of women" the 30th place, according to "health index" the 36th place, and in "education level" – the 48th place.

At the same time, in order to reach the 30% representation of women at the level of taking decisions in accordance with the international agreements, we need to intensify the work in this direction. It is certainly that the process of involving women at the level of taking decisions will greatly contribute to political, economic and social development of the state," the Secretary of State said.


At the same time, Chairman of the Central Election Commission of the republic Berik Imashev noted that the Central Commission studied the gender aspects of the participation of women in election processes, as well as an analysis of promoting, registering, the reasons of dismissing them from registration and election during Maslikhat elections in 2016, and the four election campaigns instead of those who had dropped in 2016-2018.

The head of the CEC underlined that women, who were put forward to elective positions, view the pre-election process more responsible and deliberately, precisely fulfilling the requirements of the legislation and in most cases win elections.

During the session, the statistical data on promoting women at the level of taking decisions in the public service and election bodies were voiced. 55% of all civil servant are women, at the same time, the proportion of women in the lading positions is 39.5%, of them 29% take top management positions that corresponds to the average indicator of OECD. Kostanay region is the leader in the number of women in Maslikhat (31%) and executive bodies (61%).
