Kazakhstan building 'one-stop shop' digital health system

Kazakh Deputy Prime Minister and Minister of Culture and Information, Aida Balayeva, chaired a government meeting to review plans for a unified digital healthcare system in line with President Kassym-Jomart Tokayev's directives, Qazinform News Agency reports.
Aida Balayeva was briefed on the digital transformation of the healthcare system. Vice Minister Yerbol Ospanov outlined plans to merge state information systems into a unified e-Densaulyq architecture. The main aim is to move from fragmented systems to a single platform where data is entered once and used by all industry participants without being re-entered.
Under the plan, healthcare information systems will be consolidated into seven key digital components. By the end of 2026, the Unified Healthcare Portal and the Unified State Medical Information System are expected to launch. The Unified Medical Data Repository is also being developed.
The new system aims to streamline processes, reduce paperwork for medical staff, and improve healthcare management. The centerpiece will be the Medical Data Repository, which already connects more than 12 medical information systems. It will feed into a Digital Patient Health Passport, compiling a complete medical history regardless of region or clinic.
For doctors, this means a one-stop shop principle allowing access to patient histories, test results, prescriptions, and past treatments without switching between systems. For patients, it means shorter wait times and better care.
Other digital projects include smart video beacons for ambulance teams, video surveillance with analytics, a "cold chain" system for vaccines and medicines, and expanded telemedicine for rural clinics.
The meeting also reviewed the results of a national project aimed at improving rural healthcare access, developing primary care infrastructure, modernizing district hospitals, and strengthening the industry's workforce.
All 655 planned primary care facilities have been completed, with 639 now under district hospital management and 587 licensed. Modernization is underway at 32 central district hospitals.
Aida Balayeva instructed to continue efforts to develop the healthcare digital infrastructure and ensure a timely implementation of activities for the national project.

Kazakhstan prepares for Erdogan's visit and OTS Summit in Turkistan

Akorda press service announced preparations for the visit of the President of Türkiye and the Informal Summit of the leaders of the Organization of Turkic States, Qazinform News Agency reports.
Turkish President Recep Tayyip Erdogan is set to pay a state visit to Astana on May 13-14 at the invitation of Kassym-Jomart Tokayev.
The two leaders are expected to discuss the state and prospects for the development of bilateral relations, according to the press service of Akorda.
The presidents will also hold the sixth meeting of the High-Level Strategic Cooperation Council between Kazakhstan and Türkiye.
On May 15, another large-scale event will take place in Turkistan - the Informal Summit of the leaders of the Organization of Turkic States. Akorda published footage of preparations for the upcoming event.
The theme of the upcoming OTS Summit is "Artificial Intelligence and Digital Development."

Kassym-Jomart Tokayev attends Victory Day parade on Red Square in Moscow

President Kassym-Jomart Tokayev of Kazakhstan attended on Wednesday the military parade on Red Square in Moscow marking the 81st Anniversary of the Great Victory, Qazinform News Agency reports, citing the Akorda press service.
Kassym-Jomart Tokayev is in Moscow for a working visit. During the visit, he attended the Victory Day military parade on Red Square.
The Head of State also took part in a wreath-laying ceremony at the Tomb of the Unknown Soldier in the Alexander Garden.
Along with Kassym-Jomart Tokayev and Russian President Vladimir Putin, the commemorative events were attended by Uzbek President Shavkat Mirziyoyev, Belarusian President Alexander Lukashenko, Malaysia's King Sultan Ibrahim, Laotian President Thongloun Sisoulith, and others.

Dear fellow citizens,
I wholeheartedly congratulate you on Victory Day!
On May 9, we honor with deep gratitude the great feat of frontline soldiers and home front workers. We bow our heads before the generation of Victors who endured all the hardships of war on their shoulders.
Our country made a tremendous contribution to the shared Victory. Millions of Kazakhstanis fought bravely on the front lines and worked selflessly on the home front, supplying the army with everything it needed.
More than 100 people became full holders of the Order of Glory, 500 received the title of Hero, and tens of thousands were awarded medals for military courage and labor distinction.
Kazakhstan carefully preserves the memory of the unparalleled valor of our compatriots. Memorials have been erected in honor of outstanding soldiers and commanders. Books are being published, films are being made. Streets, schools, museums, airports, military institutes, and military units bear their names.
It is the sacred duty of the current generation to convey to descendants the true meaning of the heroism shown by the older generation of our compatriots.
Thanks to the incredible courage and resilience of frontline soldiers, we live in a peaceful, independent country. We develop our culture, enjoy the benefits of modern civilization, and are recognized and respected in the international community.
We are building a Just Kazakhstan in line with the new Constitution's provisions, which protects the legitimate rights and freedoms of citizens regardless of their ethnicity or religious beliefs.
Great Victory Day is, above all, a day of grateful memory of all the heroes who made it possible through their acts of battlefield heroism and labor. It is a "holiday with tears in the eyes" – not a reason for celebration during mass marches.

President inks constitutional law on Alatau City special legal regime

The President of Kazakhstan, Kassym-Jomart Tokayev, has signed the Constitutional Law on the special legal regime of Alatau City, Qazinform News Agency reports, citing the Akorda press service.
The primary goal of the Constitutional Law is to create conditions for the accelerated and sustainable development of Alatau City.
The city's unique legal status represents a fundamentally new approach to building an independent ecosystem for fostering a favorable environment for innovation, investment, and economic growth.
The Constitutional Law introduces a new model of governance for Alatau. It establishes key approaches to regulating entrepreneurship, customs affairs, digital assets, gambling, the social sphere, the financial market, architecture, urban planning, ecology, environmental protection, culture, sports, and other areas.
The law establishes a legal status of "resident of Alatau," which will be granted by the city administration to individuals and legal entities in several categories. The scope of the special regime, along with the corresponding rights, obligations, and requirements, will depend on the category assigned.
The long-term investment and technological development of the city will be guided by strategic documents: a long-term development plan, a master plan, and a development strategy for Alatau.
To ensure the security, efficient functioning, and development of Alatau as a smart city, all data on infrastructure facilities and public safety systems will be integrated into a unified city-wide digital platform for urban space management.
The Constitutional Law also regulates the investment climate and guarantees for investors, fiscal policy, city design, and land relations.

At the founding congress of the Adilet Party in Astana, delegates approved the formation of the party’s governing bodies and made a key personnel decision. Aibek Dadebay was elected as party chairman, Qazinform News Agency reports.
Delegates from all regions of Kazakhstan are taking part in the congress, which marks the final stage of institutionalizing the party and launching its full political activity.
Alongside the election of the chairman, the congress approved the composition of the Political Council and its Bureau.
Members of the Bureau of the Political Council include Aibek Dadebay, Gulzira Atabayeva, Renat Bekturov, Bella Gazdiyeva, Karlygash Dzhamankulova, Dinara Zakiyeva, Rauan Kenzhekhanuly, Zamira Kuziyeva, Andrey Lavrentyev, Mukhamedkali Tauan, Irina Ten, Lazzat Chinkisbayeva, Marat Shibutov.
The expanded Political Council was also approved during the congress.
The founding congress continues as the final stage of building the political structure, which now unites more than 9,000 members nationwide.

The new Constitution clearly states: "The defense of the Republic of Kazakhstan is the sacred duty and responsibility of each of its citizens."
Kassym-Jomart Tokayev emphasized that these words carry deep meaning, reflecting the inseparable bond between the country and its people, and the responsibility of each citizen for the fate of the Motherland. He expressed confidence that relying on noble ideals of service to the Motherland and progressive constitutional values, kazakhstan will strengthen the foundations of the centuries-old statehood and achieve the high goal of building a Just, Strong, and Safe Kazakhstan.

Kazakhstan accounts for 80% of Austria's trade with Central Asia - President Tokayev

President Kassym-Jomart Tokayev of Kazakhstan met on Wednesday with Austria's Federal Minister for European and International Affairs, Beate Meinl-Reisinger, and Federal Minister of the Interior, Gerhard Karner, Qazinform News Agency reports, citing the Akorda press service.
Welcoming the high-ranking guests, the Head of State highlighted the importance of the Austrian business delegation accompanying the ministers.
I believe that the joint visit of two key ministers of the Austrian Government is of exceptional importance in giving additional momentum to bilateral cooperation. Austria is a reliable and long-standing strategic partner of Kazakhstan. It has invested more than $3 billion in our economy, and mutual trade is also showing growth. This is a very positive trend.
We are in close contact with your missions at the United Nations and the OSCE, and it is my view that such ties will continue to develop. Austria is, without a doubt, a highly developed country in many respects. That is why we greatly value the achieved level of contacts and are confident that Kazakhstan will continue to play a vital role for you in the region. As of today, Kazakhstan accounts for over 80% of Austria's trade with Central Asian countries," Kassym-Jomart Tokayev said.
The Kazakh President welcomed the active cooperation between the relevant ministries and agencies of the two countries. In particular, visa-free agreements for diplomatic passport holders and on readmission came into force on May 1, 2026.
The Head of State also noted the growing cross-border nature of modern challenges and emphasized the need to deepen cooperation between law enforcement agencies.
In turn, Beate Meinl-Reisinger and Gerhard Karner thanked Kassym-Jomart Tokayev for the meeting and conveyed greetings from the President of Austria, Alexander Van der Bellen.
The Austrian foreign minister said that their visit is taking place at a very timely moment, noting that Kazakhstan is Austria's crucial partner in Central Asia, not only economically but also politically. She added that the two countries cooperate closely on security, migration, and multilateral platforms. Beate Meinl-Reisinger also expressed her pleasure at having hosted the Kazakh Foreign Minister in Vienna for the OSCE ministerial meeting, as Austria highly values Kazakhstan's leadership in that organization.
During the meeting, the parties discussed expanding economic cooperation as well as current aspects of the regional and international agenda.
Kassym-Jomart Tokayev conveyed warm wishes to President Alexander Van der Bellen, reaffirming his invitation for the Austrian leader to visit Kazakhstan at a convenient time.

Kazakhstan and China to enhance investment cooperation

The Majilis of the Kazakh Parliament has ratified the Agreement between the governments of the Republic of Kazakhstan and the People’s Republic of China on encouragement and mutual protection of investments, Qazinform News Agency reports.
According to Deputy Foreign Minister Alibek Kuantyrov, the agreement was signed on June 16, 2025, during the Chinese leader’s visit to Astana.
The document updates the existing international treaty between Kazakhstan and China as of August 10, 1992, expands the two countries’ investment capabilities, offers new mechanisms of protection and guarantee and elevates the bilateral cooperation to a new level.
The international treaty not only provides legal guarantees to investors of both parties but also ensures open and clear conditions for investment activities. It enshrines provisions for protection against expropriation, access to international arbitration, and fair and equitable attitude to investors," Kuantyrov noted.
According to him, relations between Kazakhstan and China have reached a comprehensive strategic partnership since independence.
In 2025, foreign direct investment from China reached $2.8 billion, a 135% increase compared to the same period a year earlier. Total Chinese investment between 2005 and 2025 amounted to $29.3 billion.
FDI outflow from Kazakhstani investors to China totaled $54.8 million in 2025, bringing cumulative investment from Kazakhstan over 2005-2025 to $926.9 million.
From January to December 2025, bilateral trade turnover reached $34.1 billion, up 13.2% year-on-year.
As a reminder, Kazakhstan and the Sultanate of Oman signed an Investment Cooperation Agreement.
