He drew attention to the fact that many countries, first of all African, are in the beginning of their way of development of achievement of goals of millennium. The UN Secretary General considers that this situation is possible and needs to be changed. For this purpose countries-donors should carry out their obligations on rendering official aid. He expressed hope that in December of 2009 in Copenhagen the new universal agreement on climate change will be accepted, which will be a successor of Kyoto Protocol.

The UN Secretary General declared that it is necessary to strengthen existing financial mechanisms and to create new channels of rendering assistance to developing countries with a view of support of their efforts in adaptation to consequences of climatic change.
