Kazakhstan prolongs ban on export of petroleum and diesel
Kazakhstan extends the ban on petroleum, diesel and liquified petroleum gas export for another half a year, Kazinform News Agency correspondent reports.
The corresponding order of the ministers of energy, finance and internal affairs and the chairman of the National Security Committee is set to take effect on March 29, 2024.
To impose a ban for a period of six months on the export of petroleum, diesel fuel and certain oil products from the territory of Kazakhstan, including to the EAEU member countries by road, reads the joint order.
The ban does not apply to lubrication oil, export of oil products in tanks, provided by the vehicle manufacturer, jet fuel for research work on additive selection, qualification and laboratory tests of samples from the industrial batch for industrial production, oil products delivered as part of humanitarian assistance.

Kazakh President tasks to further commercialize scientific research

President Kassym-Jomart Tokayev on Thursday held a meeting with Science and Higher Education Minister Sayasat Nurbek, focusing on the ministry’s key activities and strategic initiatives in science and higher education, Qazinform News Agency cites Akorda.
During the meeting, the Kazakh president was briefed on realizing the provisions of the new Constitution in the areas of higher education and science. Minister Nurbek presented measures aimed at creating an ecosystem for human capital development and launching an integrated talent management system.
The minister reported on the findings of a labor market study, along with projections for workforce demand through 2030.
Nurbek outlined measures to expand access to higher education, including the introduction of the Keleshek mechanism and a new model for financing the sector.
The meeting highlighted the implementation of the national AI-Sana movement and the launch of the AI-Enabled University project - a new type of industrial university integrating artificial intelligence into educational and production processes, as well as plans to create science-intensive territories, including innovation clusters and science cities.
The minister stated that a systemic transition to a DeepTech and advanced manufacturing development model is underway.
A pivotal element involves synergy between universities and regional authorities, serving to identify technical hurdles and prospective growth areas.
The mechanism includes conducting research and development (R&D), creating industrial prototypes, and launching production.
It was stressed that the implementation of reforms aimed at improving science policy is ongoing. Special attention is being given to state support for scientists, including grants, research internships, awards, and housing provision for young researchers.
President Kassym-Jomart Tokayev set a number of tasks aimed at improving the quality of higher education, developing scientific research and its commercialization, stimulating innovation activity, enhancing infrastructure, as well as improving the quality of branches of foreign universities.

Kazakhstan to build geological cluster with geoanalytics lab

Kazakhstan works to build a geoanalytics laboratory at the grounds of the national geological service in line with the President’s task, Qazinform News Agency quotes Industry and Construction Vice Minister Iran Sharkhan as saying.
This initiative aims at establishing a large geological cluster that will include not only a laboratory, but also a thermal storage facility, museum, and training classrooms to enhance professional skills in the sector.
He noted that with growing investor interest in exploration, there is a high demand for laboratory research, prompting systematic work to build the necessary infrastructure. Project design and land allocation for the cluster are expected to begin this year.
The Vice Minister noted that some facilities are already operational, outlining a modern laboratory complex in Ulytau, built by Kazakhmys, that meets current safety standards and supports essential research, and a thermal storage facility located in one of the cities of Kazakhstan.

Kazakhstan approves intelligence cooperation deal with Armenia

The Government of Kazakhstan has endorsed a draft Agreement on military intelligence cooperation with Armenia, Qazinform News Agency reports.
To approve the attached draft Agreement on cooperation in the field of military intelligence between the Government of the Republic of Kazakhstan and the Government of the Republic of Armenia," reads the corresponding government resolution.
It is noted that the agreement was developed based on the Treaty on Friendship and Cooperation between Kazakhstan and Armenia, dated September 2, 1999.
The Parties, in accordance with the national legislation of their states and generally recognized norms and principles of international law, are to cooperate in the following areas:
- Official visits by agency heads and expert-level working meetings;
- Mutual exchange of military intelligence and expert assessments on current issues;
- Sharing information on countering international terrorism and other organizations threatening the national security interests of the Parties' states;
- Sharing and monitoring information on regional political and military developments and situations posing a threat to the Parties' states;
- Other mutually agreed-upon areas of cooperation.
The Agreement is concluded for a term of five years, after which it will be automatically renewed for subsequent five-year periods unless one of the Parties notifies the other Party in writing through diplomatic channels of its intention to terminate the Agreement no later than six months before the expiration of the current five-year period.

President Tokayev chairs Security Council meeting to review new Security Strategy

President Kassym-Jomart Tokayev on Monday held a meeting of the Security Council, focusing on the outcomes of the National Security Strategy for 2021-2025, Qazinform News Agency reports via Akorda.
During the meeting, a report was made by the Government on the achievement of key indicators, as well as information was presented by heads of government agencies concerned regarding key areas.
The Head of State highlighted the need to further address issues of public, economic, ecological, water, and food security in the context of the geopolitical situation.
Additionally, the meeting reviewed the draft of the National Security Strategy of the Republic of Kazakhstan for 2026-2030. The Strategy is intended to become one of the key components of the state planning system, outlining the main approaches to addressing major challenges expected over the upcoming five-year period.
At the meeting, Deputy Prime Minister and National Economy Minister Serik Zhumangarin presented information on priorities, target indicators, and mechanisms for managing strategic risks in the medium term.
